According to this British report, based on Russian sources, the elder Tsarnaev's Russian trip took him to Dagestan where he made "six visits to a known Islamic militant in a mosque...." The Russians turned that info over to the FBI. I saw another report that the info didn't alert the FBI because of a different spelling of Tsarnaev's name.
